Massachusetts packs an unreasonable amount of fishing into a small state: the storied coastline of Cape Cod on one end, cold trout rivers in the Berkshire Mountains on the other.     All anglers 16 years of age or older fishing in the saltwater of Massachusetts, or landing fish in Massachusetts caught in federal waters, must obtain a Massachusetts Saltwater Recreational Fishing Permit (a low-cost annual permit, free for anglers 60 and older), unless they are fishing aboard a permitted for-hire charter or party boat, whose for-hire permit covers its passengers. The individual permit is distinct from a freshwater license.
